About the District
Far Hills Utility District, located in Montgomery County, Texas (the “District”), was created pursuant to Article 16, Section 59 of the Texas Constitution by the Texas Water Rights Commission, predecessor of the Texas Commission on Environmental Quality (the “Commission”), effective January 4, 1972. The District is vested with all of the rights, privileges, authority, and functions conferred by the general laws of the State applicable to water control and improvement districts, including without limitation those conferred by Chapters 49 and 51 of the Texas Water Code, as amended. The District is empowered to purchase, construct, operate, acquire, own and maintain all water and wastewater facilities, improvements and the control and diversion of storm water, irrigation, solid waste collection and disposal, including recycling, and to construct and maintain parks and recreational facilities for the residents of the District.
The District is also empowered to contract for or employ its own peace officers with powers to make arrests and to establish, operate and maintain a fire department, independently or with one or more other conservation and reclamation districts, and to issue bonds for such purposes, after approval by the City of Conroe and the Commission and the District’s voters of the District’s plans in such regard. The Board of Directors held its first meeting on February 2, 1972 and the first bonds were sold on November 15, 1972. The District is subject to the continuing supervisory jurisdiction of the Commission.

The District is located approximately 50 miles north of Houston’s central business district, and approximately 12 miles northwest of the City of Conroe. Accessible from Interstate highway 45 west along State Highway 830 and south along Cude Cemetery Road, the District lies entirely within the exclusive extraterritorial jurisdiction of the City of Conroe and is located within the Willis Independent School District.
